Montenegro in the system of the Multilateral Agreement

On 2 August 2021, the Multilateral Agreement of the Council of Bureaux (so-called License Plate Agreement) will take effect for the Insurance Bureau of Montenegro. In fact, on 30 June 2021, the EU Commission decided that within the EEA the systematic control of sufficient motor insurance coverage of vehicles from Montenegro must be abandoned.

As a result, the need to check the compulsory insurance of vehicles registered in Montenegro in the whole of the territory covered by the Convention (EEA, Andorra, Bosnia and Herzegovina, Serbia, Montenegro, Great Britain and Switzerland) will disappear from 2 August 2021. Vice versa, this will also apply to all vehicles registered in the rest of the territory covered by the Convention. From 2 August 2021, they will also be able to enter Montenegro without presenting an international motor insurance card.

As regards the guarantee to be provided by the insurance bureaux in the context of the coverage of claims, this means that from 2 August 2021 the provisions of Section III of the Internal Regulations will apply in relation to the montenegrin insurance bureau. The existence of a bureau guarantee will thus now be determined on the basis of the confirmation of the territory where a vehicle is normally based according to Art. 13 of the Internal Regulations. A precondition for the guarantee is the valid registration of the vehicle causing the accident. The international motor insurance card will thus also become irrelevant for the coverage of road traffic accidents.
